Stainless steel welders / potable water tank inspection and certification

I need a stainless steel welder and potable water tank inspector to install a short gravity fed valve and 4" pipe to a stainless steel water tank and then certify it as suitable for use for potable water.

This tank is going to Haiti, and I need to get this work done relatively urgently.
